Quebec’s entrepreneur program

General requirements to qualify as an entrepreneur

To qualify under the federal entrepreneur program you must:

Have a minimum of two years management experience and control of a percentage of the equity of a business during the previous 5 years

Have a legally obtained net worth of at least $300,000

Commit in writing to meet the following conditions after becoming a permanent resident:

control a percentage of the equity of a qualifying Canadian business equal to or greater than 33 1/3 %;

provide active and ongoing management of that business;

create at least one full-time job in that business for Canadian citizens or permanent residents, other than yourself and your family members.

Get a minimum number of points at a selection grid based on criteria such as age, education, knowledge of Canada’s official languages and adaptability

Successfully pass Government of Canada mandated security and medical examinations

Quebec’s entrepreneur program

Entrepreneurs who wish to settle in the province of Quebec must:

First meet the conditions and selection criteria of the Quebec Government program and be granted a Certificat de sélection du Québec (CSQ)
Second, apply to a Canadian visa office for a permanent resident visa at which time they will be required to submit to and pass Government of Canada mandated security and medical examinations

General requirements under the Quebec entrepreneur program are:

a legally obtained net worth of at least $300,000

at least two years experience during the previous five, in the management of legal and profitable agricultural, industrial or commercial business

control at least 25 % of the equity of this business

been in charge of planning, direction and control of the material, financial and human resources of that business

You must also either have purchased a Quebec business (agricultural, industrial or commercial) or submit with your application a plan for the creation or acquisition of such a business:

which you will manage alone or with an associate

in which you will control at least 25 % of the equity (minimum of 100 000 $ CAN) and which

will employ at least one Quebec resident other than yourself or your immediate family members.

You will have to abide by these conditions for at least one year during the three years following your admission a s a permanent resident.
